From base GTS 118's own records: the winning copy of EldergleamSanctuaryLocation (Skyrim.esm). Level: the place's encounter zone, as the records set it. The game sets a place's level from yours, kept between its lowest and highest; GTS's Encounter Zones Unlocked keeps it following you rather than fixed at your first visit. People: where the game places them as a game starts; they walk about.
