Find an Argonian explorer's journal at The Frozen Hearth in Winterhold, follow the trail through Frostroot Cave to the Dwemer ruin, get its manufactory running again with parts for the sphere overseer, then build a spider construct (it takes a centurion dynamo core) and let it renovate the sanctuary for a day. When the work is done the home is yours.
